Australia has opted to stick with round table discussions on Japanese whaling, despite more slaughters in the Southern Ocean.
Five whales have been harpooned since activists were forced to head back to land to refuel.
Environment Minister Peter Garrett said the government already had a list of options, and there wouldn't be any physical confrontation.
"We have a whole range of commitments from the monitoring to the upcoming appointment of an envoy on whaling to working hard on the international whaling commission to close the loopholes.
He said however: "We're very disappointed."
