For the second year running, talkshow queen Oprah Winfrey has been ranked as the world’s most powerful celebrity by Forbes magazine.

The 54-year-old has beaten Tiger Woods to the top spot, with the golfing superstar coming in second and Hollywood A-lister Angelina Jolie lagging behind in third place.

The title is decided mainly through the celebrity’s earnings over 12 months – Winfrey raked in a massive $209.42 million from June 2007 to June 2008.

The ranking is also based on major magazine covers devoted to the celebrity, press clippings, web references and broadcast mentions.

Jolie, who made $14.79 million was financially behind some of the other top 10 celebs, but secured her place due to massive amounts of web hits.

Surprisingly British group The Police made the list, ranked at 8th place, thanks to a hugely successful concert tour.

Madonna, Elton John, The Rolling Stones and Tom Cruise this year dropped off the top 10 list.

Forbes most powerful celebrities, top 10

1) Oprah Winfrey - $290.42 million
