The federal government says it will compensate low-income families under an emissions trading scheme.
Finance Minister Lindsay Tanner wouldn't be drawn on whether the compensation would be means tested, but says the government is committed to ensuring every dollar raised will go back those hardest hit.
He says specifics, like means testing, will be decided once the government receives the Garnaut Report on Friday and its Green Paper on climate change.
