An historic plan to save the Murray Darling basin is the next best thing to rain, according to the Prime Minister.
Canberra and the States have agreed to hand control of the ailing river system to a national body and provide $4 billion to water efficiency projects.
Critics are calling for an immediate major water release into the lower Murray to save the drying river, but Kevin Rudd has told Adelaide radio, the COAG initiative is the best plan available.
