We need climate change action, right now: Prof Ross Garnaut

An effective response to climate change must take shape and be in place in the next few years, the federal government's top climate change adviser says.

Professor Ross Garnaut's 600-page draft report on climate change, of which the make-up of an emissions trading scheme (ETS) is a major focus, was released today.

Speaking at the report's launch in Canberra, Prof Garnaut said climate change was a "diabolical" policy problem.

"While an effective response to the challenge would play out over the many decades, it must take shape and be in place over the next few years," he said.

"Without early and strong action, some time before 2020 we will realise we have indelibly surrendered to forces that have moved beyond our control."

Prof Garnaut said climate change was the hardest policy problem in living memory.

"Climate change presents a new kind of challenge," he said.

"It is uncertain in its form and extent, rather than drawn in clear lines.

"It is insidious, rather than directly confrontational.

"It is long term, rather than immediate in both its impacts and its remedies."

Remedies will require global co-operation of unprecedented complexity and dimension, he said.

"We have much to contribute and much to lose as we face the diabolical policy challenge of climate change," Prof Garnaut said.

Prof Garnaut said the increases in concentration of greenhouse gases in the atmosphere over the past two centuries, especially in the last half century, generated the climate change now being experienced.

"This is the result of economic activity in the countries including ourselves that are now rich," he said.

"The rapid increase in concentrations that are expected over the next several decades and which makes action to avert dangerous climate change urgent is primarily the result of activities in the developing countries that are becoming rich."

Prof Garnaut said it was not desirable nor remotely feasible to lower the climate change risk by substantially slowing the rise in living standards anywhere, least of all in the developing countries.

That approach would not be accepted by Australians or by the developing countries, he said.

The draft report also presents the early results of the review's economic modelling if no action is taken, Prof Garnaut said.

"On the middle-of-the-road impacts as defined by the science, these impacts which we subjected to modelling cut 4.8 per cent GDP by the end of the century, over $400 billion dollars in today's purchasing power, $400 million dollars per annum over, 5.4 per cent from consumption and 7.8 per cent from real wages.

"The modelling can cover only some of the benefits of climate change mitigation."

Prof Garnaut said his recommendations on emissions targets and carbon pricing would be contained in a supplementary report to be released at the end of August, as well as in the final report to be released at the end of September.

He said the supplementary report would contain the results of the joint modelling that the Garnaut Review was undertaking with the federal treasury department.

"It's that supplementary draft report that will answer many of the questions... about the review's recommendations on targets and trajectories, and the implications of that on likely carbon pricing.

"When we have that, we can talk in more detail about the structural impact on the Australian economy.

"I've avoided speculation on these matters and it would not be helpful to speculate now."

Prof Garnaut said Australia had a bigger interest in addressing climate change than any other developed nations because it was a hot and dry country.

"And small variations in temperature and rainfall have a much bigger impact here than on other developed countries," he said.

Unlike other developed countries, Australia's neighbours were mainly fragile developing countries, he said.

"The problems of our neighbours would inevitably become our problems," he said.

Furthermore, the structure of Australia's economy means its terms of trade will be damaged more by climate change than those of any other developed country, he said.

Prof Garnaut said climate change held a serious threat for Australian tourist industry icons.

"With unmitigated climate change, on the basis of the mainstream science, we won't have much, if any, of the Great Barrier Reef, of Kakadu, of a number of our great environmental assets that are important attractions for international tourists.

"We've studied those impacts."

Decisions will be made by this Federal Government at OUR expense based on speculative and unproven science. Before this report, there has been, and no doubt will continue to be, an orchestrated scare-mongering campaign by the environmentalists to TRY and make people feel guilty about how they live their lives to justify sucking more money out of all of us. What a giant con this climate change/global warming garbage is. We live in a solar system. It is the Sun that determines what happens on the planet and there is bugger all we can do about it. How we live our lives has stuff all to do with any of it. So live your life to the fullest people and ignore the, ‘we the people are to blame for climate change/ global warming,’ garbage, well as best you can anyway, because we probably won’t have any money left to go anywhere and do anything.

This is a political document. There is no scientific proof that man made emissions are causing Climate change. Even if it were true, that man was responsible, there are no signs of an International agreement that will include all Nations in an attempt to reduce emissions. Then there is the issue of equity-why should developing Nations curb their Industrialisation while the main poluters, the Industrialised Nations, are enjoying a much higher standard of living than them. There has to be some sort of ‘catch up' clause in any future agreement.

I agree with Desmond that the issue has become quite politicised and subsequently the Government is using everyday tactics with some new rhetoric to advance their agenda. Unfortunately this environmentalist agenda is not favourable to anyone who lives and/or works in Australia. Political ideas come and go, they are born, live and die. They are mortal, like us, despite how much we might like to ignore it. I eagerly await the death of this particular political agenda.

Mr Henderson-- I dont think you can fairly compare hitler to Mr Howard/ Mr Costello. In fact, if you know the facts, Australia only represents about 2% of global so called greenhouse emissions even if we stopped all emisions tomorrow and even if the science of man induced climate change is proven correct, our effort of stopping all emissions will make jack of a differencen as the other 98% will fry us. But, even if this crazy talk is correct, Dudd will tax us to death before we get too hot

I think this whole debate is so far slanted now its just not worth having. The report says (page 274) "Australia is one of the few countries that currently have national emissions at or close to the level required by the Protocol over the 2008 to 2012 period" This occured before Dudd signed the protocol. This just goes to show how messed-up this whole subject is. Dudd recons he has the whole country on side on this one-- if he is so sure hold a vote, but he wont.

Garnaut and his mate Rudd are so stupid. We do not have a problem in Australia, and they think that if we show the world and penalise ourselves , the rest of the world will follow. I dont think so. How deluded and stupid is that. What major polluters do we have in Australia, we are less than 2% of global emissions, and will be even less in the next two years as India and China keep expanding. I will vote any party out of power that tries this stupid stunt.

a hundred years ago scientists predicted that pumping carbon into the atmosphere would effect the climate. it seems to be happening? can doubters please explain the increase in temperature? solar activity is decreasing at the moment so whats causing the change. i am open minded and willing to accept an alternative scientific explanation. if the majority of scientists are lying to obtain more funding, wouldnt they make more money backing the corporations ? science is generally very dependable.

trevor C. the Aztec and mayan culture have near perfect astrology, read some of what they have said has both, already happened to the Earth As well as what is due.Mayan Calander is awesome, too bad it finishes on the yr 2012. Now I'm not for the Doomsday crowd but have a read of their science and see how much is going on now. Look at the change in Earth Tilt over the last 25 yrs for eg. There is changing climate,storms etc. Alot of people should have a read before making up their minds.

Trevor Crook, 19,000 global Scientists have signed a petition saying this is all smoke and mirrors on the part of these poor deluded environmentalists. The likes of Garnaut, Rudd, Wong and the Labor rocker have no idea what they are talking about. China is killing industries by refusing to allow work permits, so HK & Taiwan factories are closing or leaving the country because the China subsidies are krippling now due to rising costs. OZ has no issues.

i accept that a minority of scientists are against the carbon emissions explanation, just as a minority of scientists are creationists . i suppose you can only base it on what the majority thinks.? until the skeptics can prove their view with hard scientific evidence i remain unconvinced. the energy industry has a vested interest in undermining the current climate change theory so i wouldnt trust the 19000 scientists who seem to be pro big business.

David Smith, so what, you over look the starring Role played by Robert Hill on John Howard's orders, they delayed the signing of Kyoto, don't forget Hill was the first to announce he wouldn't sign, the yanks then said that since eveyone else wouldn't sign, they wouldn't sign, then the Russians. Where is the PROOF of human induced global warming by carbon dioxide??.Science must have PROOF to be science otherwise it is just BELIEF or CONJECTURE......and why has the earth cooled since August 2007 and why are there no sunspots...and why is the polar cap on mars melting too...Did so called human induced global warming cause that too...And remember that about 4 years ago we were all supposed to be dead from a bird flu pandemic....theres your science for you...IT WONT HAPPEN.

The time most people will understand it is when power, water charges increase and the global food crisis hits us! Longer summers will mean more power and water demands, and the hip pocket is affected and the problem will be exacerbated. This may the biggest challenge to humankind's survival. Ignoring it won't make it go away.
