Fuel excise cut is just a stunt, says Hunt

Australia's path toward emissions trading is being drawn up, with the Rudd Government unveiling its long awaited Green Paper on climate change.

Motorists are being warned to be wary of the Rudd Government's plans to slash the fuel excise under an emissions trading scheme, set to start up in 2010.

Climate change minister Penny Wong says petrol will be included in a future carbon trading program, but the price will be kept down through offsets to the excise.

However shadow environment minister Greg Hunt says it is just a political stunt.

"There will be a new petrol tax, but just not until after the election. Motorists will face a new petrol tax, it will be coming.

"In the meantime they've adopted our approach of an offset on excise.

"What we've said for a long while is if you're going to do that, then do that on a permanent basis, not keep this as a hanging new petrol tax over motorists."

Mr Hunt also said any carbon trading scheme would have to ensure the electricity sector isn't grossly affected as well as making sure low income families, pensioners and farmers are provided for.

"You have to take care of low income Australians. You have to make sure mums and dads, and then secondly pensioners and farmers, are not slugged.

"But let's be clear that the paper itself refers to 16 per cent rise in electricity costs and in addition to that we'll see a new tax on petrol in the very short term."


Ms Wong says the community is being well looked after, with tax breaks projected for low and middle income households.

"Every cent raised will be used to help households and business as they make the move to a clean energy future."

The cost of living is set to rise by one per cent in the first year of the scheme and petrol prices will go up as well.

Ms Wong says drivers won't feel the pain though, because the fuel excise cut will level out the cost.

Reaction has been mixed but green groups are slamming the plans, saying it is not complete without serious investment in renewable energy.

Lobby groups are generally welcoming the Government's draft plan for an emissions trading scheme but organisations from The Climate Institute, The Australian Chamber of Commerce & Industry to The Australian Trucking Industry all have their own agendas and have presented a raft of suggestions for Labor's final proposal.

i've got no doubt that they are conscious of the impact it will have on families ... etc, wether they do anything minimise that or not is somthing entirley different, as for the petrol excise reduction... is there a point? wether petrol go up now because of the gross profiteering and BS "running out of oil" spin or after the next election it'll make no difference, there is only so much they can reduce the excise by what happens when it's totally gone???? they subsudise it... yeah right!

Someone please tell me why our Federal Government has some misguided idea that we should lead the world in this. When are we going to have a balanced debate on climate change, with SCIENTISTS for AND against being heard. China, India and the US are doing nothing and Mr Rudd believes we shoud lead the world ??? Have we all gone mad, or are we all prepared to lower our standard of living in order to bring China and India's up. Hystericl politicians and media seem intent on this. Wake up oz !!

Susan Lowe, Someone has to lead, and as the Howard government spent over a decade leading the world in the effort to delay any action, there is a burden on Australia to make up for that obscenity. If this had started 10 years ago the pain would have been much less, if it is delayed another 10 years the pain will be much more. Did you object to Howard leading the world the wrong way?

Susan, I'm with you. Our <1% conbtribution will make stuff all difference, and the business we lose will go offshore and the emissions continue in China and India. This is idealistic crap, from a bunch of clueless mongrels. Fortunately in 2010 we can get the place back on track. Only just over 2 years to go! There are good reasons why Howard "didn't lead", but fools like Henderson are oblivious to reality.

Is it just me or is anyone else worried about how much these policy’s will cost us. Most people I talk to are more worried about day to day living and water than carbon trading. On the Radio the other day an expert stated the Murray River stoped running well before the drought. When I went to school in the sixties it was drummed into us Australia’s population ideally was 15,000,000 what is it now? We have flogged the country.

I support the Oppositions stance 110% on this. Under no circumstance should they get dragged into the BIPARTISAN insanity by the Rudd Labor Government. Michael Notting, While these policies might have a cost attached to them, you also need to look at the costs associated with continued inaction. It is unfortunate that stupid governments have delayed action on these matters and thereby increased the costs all round, but it is fortunate that at last action appears to be happening. The real costs we face right now are due to the Iraq war, and Costello's failure to compensate for cheap imports from China which gave an impression of low inflation.

G.Henderson, do you believe the dribble flowing from your head? We dont NEED any tax put upon us to cut GHG! A simple stroke of a pen could put in place a phase out time for ALL coal fired power. Same for the steel manufacturers, copper, lead zinc etc etc. It is possible you know to bag and catch most waste from these stacks. As for the GHG emissions from creating steel and cooper etc, shall we just let them carry on while we pay a price? Your lovely KRUDD is going to finance them!

Susan Lowe, Calm down there. As a swing voter you seem awfully anti Labor? What do you swing between, the Nats and One Nation? I don't see any hysteria except in your last post. I merely pointed out the Howard led the world one way, don't forget that it was Robert Hill on Howard's orders who first stuck the spanner in the Kyoto Protocol works, thus delaying any action for over a decade, and the current government is attempting to fix that problem. Does taxing us instead of mandating All power generation to be developed by solar or geo thermal by 2020, do a better job for the carbon emmissions of the world? So what Rudd is saying now he will make the poor pay for the increased costs of emissions-living, and then give them a handout at the end of the year on their tax claims, if joint income is below $50000?. Why do any of this in the first place. This whole thing is a scam by the Labor Government to make these people dependent on the Labor party for handouts. How demeaning is that. I think the next thing eh will be doing is also bringing back the means test as well.

All this Carbon trading and climate change is making me sick. Soon we will be slugged with this NEW-AGE Tax, daylight tax you could call it. Does anyone here really believe that once this happens it's going to start raining at Warragamba and it's going to flood the Murray Darling? They keep using the Murray Darling as the reason to act on climate change. Can we hold them to their word and if in 5 years the river isn't overflowing, we send the whole current government to jail for missleading us.

I shall refrain from trying to raise a little objectivity with you, you seem unable to grasp any view, other than your own. History has a way of repeating itself, look back to the Lima Agreement, just as it was detrimental to ordinary Australians, this Keyoto Agreement will prove once more that it is only "working families" who will pay.
