States and territories to lose $1.4 billion under ETS

The state and territory governments will lose up to $1.4 billion a year as a result of the introduction of an emissions trading scheme, a new report says.

The report by Canberra-based think tank the Australia Institute suggests the budgets of NSW and Victoria would be the hardest hit by rises in the cost of energy, transport and wages.

There needed to be a discussion about how the states and territories would be compensated under the federal government's plan, Australia Institute director Richard Denniss said.

"The problem is not that some costs will rise, but that at the moment there is no discussion of the need to compensate the state and territory governments," he said.

"Nearly one-and-a-half-billion dollars per year could employ more than 15,000 teachers or nurses," he said.

The report suggests NSW would lose $466 million a year, while the budgets of Victoria and Queensland would take a hit of $358 and $289 million, respectively.

Resource rich Western Australia would lose $159 million while South Australia would lose $99 million.

The governments of Tasmania and the ACT would be $22 million and $26 million worse off, while the Northern Territory would lose $16 million.

"The commonwealth has said that it will compensate households and polluters, but it looks to us as though the state governments have got a much stronger case for compensation than the big emitters," Dr Denniss said.

"Unless the commonwealth puts compensating the states ahead of compensating the polluters then those who rely most heavily on government services will miss out the most."

What happens when you leave it to late Global warming has been known since the 80's but what have we done in the mean time? Bought bigger thirstier cars, bigger houses chock full of power hungry gadgets and junk, basically binged out on energy consumption. So we are all going to have to get used to smaller and less of if we want to combat global warming. Or we could side with the skeptics and go with those that want us to carry on as normal I know which side most will take until push comes shove

I'll side with the skeptics for the time being. I remember the Newsweek article April 28th 1975 warning us all about global cooling, and that proved to be a crock. So when the late 90’s came along we then had the Henny Penny's warning us all about global warming when they were then advised where to put the paranoia, and we then went out and purchased a V8 to park in front of the mansion. There's more money to be had, and a better chance of your 15 mins of fame, in keeping the population scared.

I know a resposible bloke like you wouldn't use electricity or drink water or breed or own a car but you alone can't save us from Global Warming so we're all doomed - oh well it was fun while it lasted...

Russell Jones-You are right the Global warming scare has been on since the 80s and yet we have that deceitful man Rudd claiming that the Coalition had 11 long years to do something about climate change and that they did nothing. This is the man that wants to end the blame game (that’s only when his Labor colleagues are to blame) and yet he never says that Hawke and Keating had 13 long years to do something about climate change but they did nothing.

Desmond Desmond Desmond. Global warming has taught me about chaos theory, that is someone farts in a rainforest and it can cascade into a typhoon half way around the world. For you I propose upside down political chaos theory. That is, when a negative action happens in the world, like a kid stubs a toe, it is from a direct result of an Labor government, past or present. A positive action is the result of liberal governments. Give the party barracking a rest every now and then Desmond, FFS.
