Rudd and Gillard deploy stick and carrot with new education push

Literacy and numeracy standards in schools will be boosted, with a multi-million dollar funding injection from the Federal Government.

It was back to school for the Prime Minister and Education Minister Julia Gillard today, as they visited the students and staff of Canberra's Gordon Primary School.

The pair used the opportunity to commit $40 million, towards literacy and numeracy pilot projects for eligible private and public schools around Australia.

“This is money that has been targeted to those schools that face particular challenges,” she said.

Mr Rudd was taking a harder line, however, warning teachers' unions they cannot expect a blank cheque and suggesting it is time they arrived in the 21st century.

Mr Rudd yesterday pledged to establish new standards to reward school principals and the best performing teachers, and to fund teacher recruitment, development and excellence.

Teachers' unions have been highly critical of the government's move to impose new standards on teacher performance, and of government funding for education.

But Mr Rudd dismissed the criticism, and urged teachers to work with the government.

"You know what I would say to our friends in the teachers' unions across Australia - and many of them are fantastic people - is that it's time to arrive in the 21st century," Mr Rudd told reporters in Canberra today.

"That is, let's get past the name calling, let's get past all this pointless debate blaming someone here or blaming someone there."

Mr Rudd said schools needed to get on with lifting standards across Australia and providing the funding needed to do it.

"Presumably what some of our friends in the trade unions would like us to do is just hand over a blank cheque," he said.

"Well guess what? I am not going to do that."

Mr Rudd was speaking at the launch of an initiative to boost literacy and numeracy for this year's national literacy and numeracy week.

Under the initiative, the government will invest $40.2 million in 29 pilot literacy and numeracy improvement programs in schools across Australia.

This announcement is more about winning the WA elections than about the education system. I believe the WA elections will be cliff hanger and this will tie the Rudd government to the leader of the WA Labor party

"That is, let's get past the name calling, let's get past all this pointless debate blaming someone here or blaming someone there." ..One can only hope you practice what you preach Mr Rudd...Maybe now you can stop blaming the previous Govt for your inability to govern responsibly, and do something to help the "working families" you based your election campaign on. Like ummmm, 'acting' and not watching, or 'doing' and not waiting on reports. Your going to need a damn BIGGG stick Mr Rudd.

Hey Guys give him a chance, I don’t know much about politics and I see what happens in politics. The nation gave Mr Howard 12 yrs to do what he thought was good for the nation, its time we give Mr Rudd a chance. Give him a few years, than I think u can solely blame Mr Rudd. Also do remember the cause and effect. What the gov. has now, 80% inherited and some its own. Lets not blame Mr Howard or Mr Rudd, but rather tell them the nation wants and let them have a chance at it.

Ashween Lakhan-You say lets not blame Mr. Howard but its obvious that a lot of people did-he lost office for no good reason. So it’s quite natural for Coalition supporters to be critical of Kevin Rudd. Don't know what you mean by saying that the Government inherited 80%-they actually inherited 100% of a great economy-and that’s why they were able to have such a huge Budget surplus. Since Rudd took over he has killed Business and Consumer Confidence. People cannot afford years of this economic hardship

Desmond Harris: U probably r right, i dont know much bout politics & how it works. I do know Mr Rudd inherited both, good & bad. If we are to goahead as a nation, LEARN from the past (dont dewell on it), LIVE in the present, PLAN for the future. Blaming game will only put barriers in communication & lead to more blaming and no future planning. We r humans and we all make mistakes. Both parties in the past, when in power made good & bad policies/decisions. We need leaders who can learn and lead.

Ashween Lakhan-That is precisely the problem - we did not learn from the past. The National economy has always suffered under a Labor Government. Labor through Gough Whitlam, Bob Hawke and Paul Keating has proved that it lacks the ability to run a strong and steady economy. The Howard Government did a great job for more than 11 years. If they had stuffed up the economy I would have agreed with a change of Government-but they didn't and Rudd looks like he is on course to stuff up our economy.

Ashween Lakhan, Rooty Hill:Good to see young people interested in Politics.It's a very interesting subject that some people get very Passionate about.Some people just vote for one Party all their life, to them it doesn't matter if the other party has the best Policies.In order to win Government a party has to win support from the Middle swinging voters.They vote not on party lines but Policies put forward by either party.Rudd won that support at the last election that's why he is in Power.

Ashween, you know Ilike you, but we had a good economy, growth, employment, and stability under Howard.To many thought they had it hard and decided to vote the Coalition out, now we have an economy stalling, investors with no confidence in the Govt or our economy, no consumer confidence, and a PM who talks , travels, and commissions reports. His only idea's are more taxes for "working families" and a renamed Coalition Education policy.They took us to the wall last time, and about to do it again

I want specifics! They are giving money to help with numercy & literacy programs to schools that qualify - what is the criteria. Our local school wanted a $50K grant from the federal government - but to get it they needed to get every single parent to fill in a form & return it to the school. Do you have any idea how difficult that is? This school is in a low socio economic area, with a high percentage of unemployed, illiterate, & NESB parents - how do they fill in a form?

Unfortunately Mr. Keating Rudd won on rhetoric and his ability to convince people he could do something to help the "working families" - people are like sheep they follow the leader because they believed in his spin.He wanted people to feel sorry for him by the fact he came from a poor background and yet he is married to a millionaire who made her millions under the past govt - the govt you and others whinge about. Rudd came across as the clean cut milkybar kid providing that image to many who believe his crap. Unfortunately it hasn't worked has it?You have problems which have escalated since this govt has been in power and the expert Rudd cannot fix yet we had a strong economy and people were not threatened with losing their homes.As for the kid from Rooty Hill you do claim you know nothing about politics, it would be very wise to get informed rather than speak in riddles.

To most of us, "Education" is a State issue. Any lack of progress with Education reforms are because NSW Labor didn't have the guts to take on the union, and Federal Labor (in opposition) voted against any changes. There is a new way to spell "hypocrite" it goes like this "RUDD"

At what point will Kev and Julia back down. He can crap on all he wants about his friends in the trade unions just wanting him to hand over the cheque no strings attached and he won't do it but surely he is not stupid enough to believe that the trade unions just handed him a cheque no questions asked to get elected? At some time he has to pay the piper! There is no such thing as a free lunch especially when the Union movement is involved.

Howard DID stuff the economy when he purposely avoided tackling the issues of poker machines and the HIDDEN cost of their damage had to calculated....but now coming out a few years after the coffers were all filled....and he also stuffed worker confidence with his dreadful approach to worker trust and work-based dismissal issues. Stop defending the fool who ignored the plight of his people!! Rudd DID try to become more 'user-friendly' but he needs to move forward with ACTIONS! He just TALKS!
