NSW voters should punish Labor at local government elections for its "mismanagement" of the state, the opposition says.
Opposition Leader Barry O'Farrell said Saturday was the last chance before the March 2011 state election to give Labor "a kicking" at the ballot box.
"Labor only ever understands one thing, that's the power of the ballot box," Mr O'Farrell told reporters.
"Voters across the state tomorrow have a very good opportunity to send the strongest possible message to this state Labor government."
He said voters across the state should preference Labor councillors last for the mismanagement of the state over the past 13 years.
The Liberal Party will run candidates in 36 local government council areas.
Mr O'Farrell said that in the council areas with no Liberal candidates, people should vote for those who represent the local community.
Despite the demise of former planning minister Frank Sartor, Labor's controversial new planning laws remained, Mr O'Farrell said.
"Labor's planning laws allow the state government to come in and ride roughshod over communities," he said.
"This is a state government that for more than a decade has increased densities in communities and failed to match services and infrastructure to overcome existing problems."
