NSW Nationals MP Andrew Fraser had apparently been at a Christmas party before a late-night incident in Parliament, where he shoved a female colleague.
Mr Fraser has stood down from the Shadow Ministry after last night's controversy.
He was caught on camera shoving fellow Nationals MP Katrina Hodgkinson.
NSW National Party Leader Andrew Stoner admits he doesn't know if Mr Fraser was drunk.
“I wasn’t with him during the course of the evening – I know he attended a New South Wales Farmers’ Association Christmas drinks,” he explained.
“I saw him later in the evening in the chamber. I didn’t observe the incident. So frankly I don’t know if had been drinking and - if so - if that had been to excess.”

Disgraced NSW Nationals MP Andrew Fraser has quit the Opposition front bench, after shoving a female colleague in a late night sitting of Parliament.
Mr Fraser has just apologised to Parliament and resigned his position after being caught on tape shoving fellow Nationals MP Katrina Hodgkinson.
“I brushed my colleague's arm aside inappropriately,” he told the Legislative Assembly today.
“As a result, I’ve apologised to my colleague and I apologise to the house.”
Fraser told Parliament his behaviour was animated because the Government tried to gag debate on an amendment.
It's not the first time Mr Fraser has been thrust into the spotlight.
He was suspended from Parliament in 2005 and demoted from the Nationals for launching at Labor's Joe Tripodi.
